More than nine months after New York legalized marijuana sales and issued retail licenses to people with drug histories, only a handful of state-approved dispensaries are open, but still not profitable enough. Officials in New York are expanding the market, opening a 60-day general application window and expecting to issue more than 1,000 new licenses for growing, processing, distributing or selling cannabis. The new regulations will also allow for licensed cultivation in New York. and companies selling medical marijuana entering the recreational market.
